What does Skiploom have that Budew and Smoliv doesn't? Arms. So its not really similair. Then we have Smoliv and Buduw being similair. Same body structure, same feet and a bulb on their heads. Only true distinct difference between them is the color.

Design wise, they are similair (Just look at the bulb and tiny feet, exactly the same design wise).

Fire/Dragon Fuecoco is never gonna happen, unless Quaxly evolves into a Ground or Rock type secondary form. We have seen that they either make the Water/Grass/Fire starters pure typed, so that they stay strong against eachother or have a secondary type that combats the neutrality of the base...
