My guess is: Whoever commissions the manga (TPCi?) doesn't really have foresight... Considering they more or less said Blue was made pretty quickly, using the front sprites that were going to be used in GS (but for whatever reason not the back sprites), I wouldn't be surprised.
I also disliked Shudo's plans. A lot of them sound like dark fics or just don't... fit.
Was it necessary having Ash give up? Was it necessary the weird "three strikes and you're out" system leaders had? Was it necessary making it a crapsack world?

And you said what I meant. Maybe it's because Pokémon doesn't have traditional arcs (except the League or other main events), but there generally where a lot of gaps.
You know, now that I think about it, I... actually agree with the bad timing of dropping gyms? Judging by how the Galar League is described I guess it might have been the one league that Ash could have challenged after beating any other league.
