I think B) is more likely, since Ash's Frontier Brains and May's Contests are bound to continue to overshadow him. Especially since there are only like 3 episodes between each Brain now, that doesn't give Brock a lot of time to do anything.

Its not like the other 2 forth generation pre-evolutions have helped develop other character's personallities either. James is essentially still the same, and Munchlax certainly hasn't done anything for May. The most I can see Bonsly doing for Brock's character is a pointless running gag skit which involves it crying and then hitting him. I don't consider giving the thing a bottle and telling it to calm down each time its around decent character development.
