Paul because he had multiple strong Pokemon : Electrivire, Torterra,Ursaring,Magmortar,Drapion

Alain depended to much on Charizard the other Pokemon even Metagross and Tyranitar were not that strong.

Here's the thing.

Alain was heavily reliant on Charizard and Paul actually had a number of strong Pokémon.

But Alain's Charizard performed on a level waaaay higher than Paul ever did--Charizard beat an Elite Four member while Paul's party was annihilated by the Regis, who aren't unstoppable (Pikachu beat one, Torkoal and Sceptile put up good fights).

So if they actually battled I'm pretty sure Alain would win. Take that answer as you will.

Paul had a team that was more consistently strong because each member contributed in most battles but Alain's Mega Charizard X was on a whole other level so who knows? I want to say that Paul would win but I can't ignore Alain's track record either.

I admit I'm possibly on a niche side of this because of what I call the "choreography rule". In many series' the quality of battle choreography varies a lot so I try to look at overall results to determine rankings instead.
For a really simple example Ash made better use of switching against Drake than he did against almost every later opponent, but I don't think it was authorial intent that Ash was a weaker trainer during the Battle Frontier than when he battled Drake (in that case they probably thought the series would end in GS so wanted to show far he'd come. They sort of have to pace his competence more later on when the show's got no end in sight).

I would say Alain, hands down. Not even close.

Similar to asking who is the stronger Psychic-type Pokémon: Mewtwo or Alakazam

Hypothetically, Allain is stronger. With the exception of unfezant, all his Pokémon are very competitive and potentially powerful. However, only his charizard demonstraded real power.

Paul, in turn, has several relevants and well trained Pokemon. Besides, of paul's last appearance until Alain's first appearance, several years have passed. Therefore, what potential Paul has achieved in the meantime ??

In my eyes, the answer to the question lies in this.

could you remind me what moves they used in the anime? type wise equal, depends on switch ins and outs but Paul didnt had a mega back then and the only known pokemon to mega is Aggron with filter... against mega charizard X it can take it maybe....

Paul why did You chosed his team from the first 6vs6 against Ash and not the second in league?
his second team would lose type wise agaisnt Alan.

This team is a power house but Alan with his mega and his faster moving pokemon could hit first and harder... plus with right order and type advantes? close battle here.
