Are the enemy trainers with less than 4 moves in the Bulbapedia entries really that way, or are we just not seeing the fourth moves?

Because I cannot, for the life of me, think why there would be so many without a full set of moves. Gamefreak may be Gamefreak, but the entire thing seems off for them to just go 'Hey E4 member, only have three moves'.
 
I'm pretty sure the information on Bulbapedia is based on the data of hackers who can look directly into the game's code, rather than the simple observations of someone playing through the game. It should be accurate.
 
Right, as far as I'm aware movesets on Bulbapedia are drawn from the actual data of the game. If a Pokemon is listed as having only 3 moves, then for whatever reason GameFreak programmed it to only have 3 moves.
