Blastoise uses water jets for high-speed tackles?

Dex entries might exaggerate, but I don't think they ever straight-out lie. It does learn moves like Skull Bash and Rapid Spin, which could be strengthened by a jet of water.

I have a better question brought up by one of my friends:

Where did Blastoise get his cannons manufactured? I doubt that two growths on wartortle's shell morphed into appendages that strangely ressemble metallic cannons. He had to have had them made and manufactured somewhere. Same question applies to all the Pokémon wearing clothes as well...

Maybe the cannons were growing inside all along, and the shell just opened up when they matured during evolution.

But they're metallic cannons, are they not? Like I said, I doubt that they'd just grow from his skin. Of course, with pkmn, anything's possible.
