This movie did indeed have horrible pacing and poor misuse of characters. You can cut every scene with Team Rocket out from this movie and it wouldn't make a difference. Hell, Misty and Brock were pretty much worthless in this movie as well. Compared to the previous 4 movies, they did pretty much nothing in this movie either. Aside from one small scene where Politoed, Crobat, and I think Foretress go to help Ash, Misty and Brock were pointless backround characters in this movie as well.
The only main character with decent spotlight in this movie was of course Ash. The treatment of Misty, Brock and Team Rocket in this movie was horrid. They really did a piss poor job of giving the other main characters something decent to do.
The overall plot wasn't terribly exciting either. So Annie goes beserk and tries to drown Alto Mare with a typhoon? Eh...this plot could have been done in a normal episode.
It was a pretty weak movie overall. But hey, this is a Johto movie, so it's to be expected.
