While Bulbagarden itself doesn't have the resources to create or manage non-English wikis, we (and the rest of Encyclopædiæ Pokémonis) are certainly willing to work together with any that might be able to get itself established and put in for EP membership. You'd need a good core of Arabic editors to be willing to get things started there though.
