Uh........sure, Miltank's a cow, and Muk's a living pile of sludge, but.......they both have arms......and hands, so I fail to see how it doesn't make sense to you how they can learn Fire Punch. You want to talk about something not making sense, how about Wooper, which is able to learn Ice Punch, and yet doesn't even have arms at all.
