Considering that sign earlier, I doubt we'll meet him at Victory Road. It'd be better to go straight to Brock.
And I don't think we need to see the rolls.
 
Arrive in Pewter City
I will assume Acrobatic Crobat would agree with you two, so we'll move on.

Our heroes head north to Pewter City, home of the first gym of the Pokemon league. Here, they have a few options:

1. Head east towards Mount Moon
2. Head south to Viridian Forest.
3. Buy items from the PokeMart
Pokeball (20% chance to catch at full health) $200, Potion (heal 20%) $300, Antidote $100, Parlyz Heal $200, Awakening $250, Burn Heal $250, Escape Rope (Return to a route just before the entrance of the cave you are in) $550
4. Challenging the Pokemon Gym
Leader: Brock. Gym type: Rock
Warning: Challenging a gym involves at least two or three separate fights, and your pokemon cannot regenerate health between battles in a gym. You also cannot leave a gym once you have challenged it until you are victorious or defeated.

Being defeated in a gym will not trigger the elimination system, but you will lose a good deal of money and may lose friendship with your pokemon.

Gym leaders are elite trainers, this means after weakness and resistance, damage against them is halved and damage they do is doubled.

Victory against a gym leader will award items or other stuff that are not typically available from other types of battles. Including boosted experience.

Both Click and Shroomish know Absorb, which should deal a pretty good damage to Brock's Pokemon, but I'm more worried about you two.

Oh well.
I think we should return to Viridian Forest and start grinding until all our Pokemon (possibly with exception of Flyer and Squall) are at least level 10. Then we can safely tackle the gym.
Thing that worries me the most is how you two don't have a single attack other than Counter and Metronome (both very situational) that would deal even neutral damage to Rock/Ground types, nevermind supereffective. Adding this to Brock's elite status, we stand a little chance.
Even Confusion, which Megapod should learn next level, would already improve our odds. Similarly, Gesundheit should learn Bite at level 10 - not perfect, but better than nothing.
So what do you think?

Speaking of Counter and the Elite status, how do those two mechanics interact? Like, if Brock dealt 10 damage to Rio after the Elite boost, would Counter deal 20 damage, or would it deal 10, because Elite halves the damage?

Elite status is calculated as the final calculation in all calculations. Weakness and resistance is calculated as the second last calculation. And I said calculation far too much

Yeah, I guess we could try for a Mankey or two. It'll probably come with Low Kick, and it'll get Karate Chop before we hit that level 10 goal we're aimin' for.

That's not exactly terribly helpful. My main question was really whether Elite would still affect fixed damage. Moves like Tackle are calculated based on power and defence, but Counter deals fixed damage where neither of those factors come into it.
