If you want to give it a bit of a challenge where they have to earn the trade then I'd say they have to give something in return.

It's workable either way, it just becomes more convenient so we don't have to head backwards to get Cheff into a less dangerous route so he can catch things if we can just give him a buffer right away.
I'd like to point out that you guys can weaken a pokemon for Cheff to capture, and protect his Ralts so he can capture it. :p

EDIT: Also, most wild Pokemon are between levels 8 and 15 on Route 25 (Which is just past Nugget Bridge)

Exactly. It's far from impossible to handle things without being able to "gift" him a Pokemon, just more convenient.
 
I'll replace Redguard with Gesundheit for now. It seems he could really use a bit of leveling.
As for trading... works either way for me and... well, I don't really know.

Host Note on Maximums
Oh, I need to make this part clear, but enemy maximums are always equal to your maximums.

Because Cheff joined the game, you guys now have a maximum of 4 active pokemon at a time, and 12 pokemon max... and so does the enemy.

Naturally, encountering enemies with 12 pokemon is going to be rare, but it can happen.
