You're right, perhaps arc wasn't the best choice of words. But finishing his evolution line would be incredible

I mean, I don't disagree since Garchomp is all kinds of amazing, but at the same time I feel like there are reserves that deserve evolution more than Gible (like Totodile, Corphish, Buizel, Snivy, etc). But idk, that's just me.

I'm not sure why but it seems a lot of water-types felt like they should have evolved but didn't.
Buizel, I suspect, was a victim of how the later parts of DP hyper-focused on Infernape. Not sure why Corphish never got to, though. He was the only of Ash's AG mon that didn't but were able to (sans Pikachu of course).

Both of them had ugly evolutions.

So does Piplup, according to the writers. I think we've talked about this before, but it would be petty for the writers to not allow certain Pokémon to evolve because of appearance. There have been cases where Pokémon with better looking evolutions still didn't evolve.
 
Water types are not very lucky when it comes to appearances. I still wonder how they accomplish to make Greninja look cool with that tongue scarf
Maybe it could be the reason why Primarina resembles a mermaid instead of a monster clown? Hence why Lana's Popplio was allowed to evolve, while Piplup "wussed out"?

I still doubt ugliness on Water-types was the reason why evolutions were rare. And I don't want to cause another argument about this case, as it's already been done before.
