I think that people overstate how dark The Ledgend of Miniryu (The Ledgend of Dratini) really was. Yes, it contained guns and they were aimed at kids but the fact that the plot had holes in it (like many Kanto episodes do) really reduces it's darkness. Plus that episode was pretty funny. (A tickeling machine being more effective than a gun as touture should say something. The plot holes include the fact that people are way too relaxed about the Safari zone, how Satoshi caught 30 Kentaros by accident when they're pretty much impossible to find, never mind catch the games [feel free to discount that one], the fact that the SECRET area that Miniryu was being kept in was called Ryuu no Tani (Dragon Valley) and that Kaiser knew where Miniryu was and missed it yet never visited [annother debatable one]. A lot of these plot holes are for the sake of humour as well, reducing the darkness.
Since that is considered one of darkest episodes in Kanto, I think that that should say something.
I also don't see a sence of violence in Kanto. Most of it was slap stick and the only time I remember seeing blood in the anime at all was during DP (Hikozaru's tears). The battles were also at their weakest and often little most than comedy. Even the slap stick went down mid Kanto (especually Kasumi's).
That said, does it really matter? Kanto and DP are both fun to watch.
