Elite Four or Top 16?

Which would you rather for the ending of each game? A top 16 as your final battle then getting to face the elite four and champion as post game content or just keep things the way they are which is only facing the elite four and champion. I loved the PWT from B2/W2 so I would love to have something like this in a future game, I feel like it would create a much more of a challenge.
 
Actually, there's an idea... A top 16 tournament that provides the final challenge before the credits and handles all your rival rematches, with an E4 challenge in the postgame. Say, a league champion, you're now allowed to hunt them down and challenge them to allow yourself a chance at the region champion, after which they all convene at the league for easy rematches.
 
Would love this idea, maybe expand the number to 32 though so you'd still have 5 matches.
They could say in game first 32 people who make it through Victory Road are in, but in reality there'd be a time limit, a certain amount of time you have in Victory Road for you to qualify if not you have to start it again and any progress is wiped.

So then you get to the 32 and then battle some actual challenging trainers, and the final battle is someone important to you, rival or character in story etc, then you become League Champion, before going after to fight E4 and the Regional Champion in the post game, finding them and challenging them could be part of the side quest.
 
They could fix it so that you face your rival in the last round, but I'd want those battles before the final one to be really challenging! Is reckon B2W2 had really good post story content so have the elite four and champion battle as a reward from winning the too 16/32 would not only make more sense, but also create a second challenge just like facing Red in HGSS. They should be a much higher level than the top 16 trainers as well, since they're the best of that region they should be a much higher level than most games.
