At level 60 an Eternatus with a speed IV of 31 and a Timid or other speed-boosting nature should have a Speed stat of 196, assuming it has no EV investment in Speed.
Also, you can always use a Timid Mint to change Eternatus's nature rather than hunt for one with the correct nature.
