Gen 1 in Gold/Silver

Kadabra/Alakazam with STAB and the elemental punches are great!
Snorlax was a competitive staple
Dragonite got access to Outrage, making it better. The Crystal has a special Dratini with ExtremeSpeed too.
Gengar got access to Shadow Ball, same
Gyarados is an in-game staple, you are just given a level 30 Shiny one from the game with Bite Thrash Dragon Rage and you can easily teach it Surf and Icy Wind
Fearow was kinda good in game too, Kenya the Spearow evolves quickly after being obtained, has outsider XP bonus, badge bonuses from Normal and Flying early on (3rd and 1st gym).

Not sure about the last three. Stat wise I would say Arcanine. And Scyther/Pinsir for the Bug Catching contest early availability?

Reminder that all gen 1 legendaries starters and fossils are unobtainable, which excludes some obvious choices.
 
Fearow - While Pidgeot is more well known; you can get a Spearow for free right after reaching Goldenrod City and Fearow has a fairly decent movepool which gives it some leeway if you want it to learn Fly

Dragonite - Fantastic movepool with new Dragon-type moves added and as Zexy noted; can get a special Dratini that knows Extremespeed meaning a Dragonite can effectively outspeed and hit most mons that aren't specifically Ghost (of which was only 4 mons at the time)

Kadabra / Alakazam - Good movepool set and high Sp. Atk stats.

Eevee - Not for Eevee being well, super viable, but for the amount of different Eeveelutions it has meaning you could have it evolve into 5 different mons which is fantastic

Vileplume - Good overall stats (on the lower end iirc though) and has access to Petal Dance, give it an item to null out Confusion at least once and you can hit pretty hard with a single move for up to 6 turns

Gyarados - Built like a tank, hits like a tank

Gengar - Ghost type moves were expanded and as very few types were super effective to Ghost-types while Gengar was given some new moves to use, anyone facing a Gengar unprepared is in for some trouble

Arcanine - Can get a Growlithe somewhat early on depending on the game, good Atk and Spd stats let it run wild for a good while if you know what you are doing

Scyther - Can be caught early on depending on the day and with access to a new evolution at the time that was incredibly fast, it was a nice mon to have on the team and evolve as well

Chansey - With access to a new evo and a very high HP + Def, Chansey is great for buying time in a battle
