Giovanni is boring as shit. Ghetsis is the first real "love to hate" villain in the main games. Just an utter monster, with absolutely no redeeming qualities, and he's actually good at hiding how evil he is from people. He's the worst fucking person in the entire franchise, and he's actually competent at being evil. Just 100% flat-out evil.

Both are great imo. Ghetsis obviously has more going for him in design and story, and he's truly evil, but I'm still gonna give it to Giovanni. Can't go wrong with a classic mafia boss, personally.

Despite what Episode RR implies, Giovanni doesn't even come close to reaching Ghetsis in sheer villainy.
