Hmm. Sounds very intriguing. My only concern would be weather or not that's actually referring to all of the Pokemon that have been released since the original GS. That's 200+ Pokemon and they could be referring to them :/

However now that I think about it, I think it could be referring to Celebi, wasn't Celebi a pain in the ass to try and get at that time, and how Celebi hardly has any events. I think they might add Celebi so it has a bigger, catchable plot in the remakes. If it is a new, new Pokemon chances are it's probably a new forme or something. Like they claimed the new Rotom formes were new Pokemon.
I would like to note my reservations about Notched-ear Pichu being the result of new gender differences or breeding variations. In either case, not only would it be available via normal gameplay, but it would presumably be easier to obtain than its shiny counterpart: the Pikachu-colored Pichu. Now, what could be the point of an event for the Pikachu-colored Pichu, which isn't even going to appear in the movie, be other than using it as a pre-cursor to Notched-ear Pichu? Why would it be holding an Everstone otherwise? Most importantly, why would it be confirmed to be related to Notched-ear Pichu through game artwork?
Having the shiny Pichu evolve only to breed it with a suitable mate to produce Notched-ear Pichu, wouldn't come across as logical, either. It is obviously meant to be paired as-is with Notched-ear Pichu, and from the looks of things, the movie isn't going to be the medium through which their relationship will be shown. To that end, an in-game event in the vein of Platinum's Regis quest, would be the most sensible solution.
Much like the event Pokémon debuting in movies, Mew had been completely unobtainable before Movie 8 changed that, but that isn't the case for Celebi now. In Japan, it was the last event Pokémon for the GBA versions in 2006, and the Pokémon Company advertised the promotion as being meant for Diamond and Pearl (owing to Pal Park, which had already been confirmed as a feature). Furthermore, for the 2007 movie promotion, a poll was conducted asking Japanese fans which Pokémon from previous movie titles should be distributed. Obviously, Celebi was one of the choices, but Deoxys won by popular vote instead (most likely due to the fact that it had only been distributed once, in 2004, and was limited to players who had either FireRed or LeafGreen at the time).
I don't see the Pokémon Company announcing Celebi as Movie 10's main event Pokémon not long after realizing that it wasn't even the best idea for a secondary event Pokémon. While I would imagine that it would be chosen now if the poll were conducted again (after Deoxys' availability has received a significant boost), would it really be good enough for the main promotion? Leaving that query aside, what would have happened if Celebi had already been covered by Movie 7? It is quite clear that Game Freak had already started HeartGold and SoulSilver's development by that time, so in view of that, would the Pokémon Company have risked exhausting Celebi's potential too soon if there had been even the slightest notion of using it for another movie by the end of Generation IV?
I honestly doubt that an alternate form would come across as a viable solution to the problem, but in Zeta's defense it would at least be somewhat better than an unaltered Celebi. There is still the matter of Celebi having already been featured as a title character, in contrast to Mew which was a secondary character in its first appearance (Movie 1).
That wouldn't have anything to do with the movie promotion even if Celebi itself did. The direct download method has allowed the company to utilize the Classic Ribbon, thereby making it impossible for players to forego the promotion and get the event Pokémon through the GTS. That, combined with the OT and the note about being obtained in a Pokémon movie, is also a means for players to show off their present. The existing method works too well for it to be dropped next year.
In fact, another Celebi movie would render the GS Ball inaccessible until after the movie premiere, much to the detriment of the multitude of players who have wanted it since Crystal came out.
It was distributed to players in promotion of its movie, and was made a playable character only three months after.
That screams "secondary promotion" in my book. It is no coincidence that the Pikachu-colored Pichu hasn't taken Arceus' place for Movie 12.
Restricting Manaphy's event to a spin-off game, Ranger, also entailed having the elements of that game be carried over to the movie. The fact that the main featured character was a Pokémon Ranger, rather than another legendary Pokémon, had a lot to do with the plot's shortcomings.
Mainly I want the chance to see Johto again, but with graphics that show it for what it is. I want to be in Goldenrod and Olivine once more. I want to just wander aimlessly around the MooMoo Farm just like the good old days.

Simplest answer - the Japanese "monster" there is plural, not singular, and it's referring to
Gen. II Pokémon that didn't appear in Johto in GSC before the E4 (Misdreavus, Larvitar, Houndour, etc.) and/or NEP.
I'm looking forward to this, it's a new place for me to explore, though I know most of the Pokemon from the other games. I can't wait to finally be able to catch Lugia =D I hope they keep Kanto in, it would be good to go back and explore it in it's new state.
Now we can be sure that the game will not utilise ANY of Crystal elements.
