“You want to use criminals?” one of the many old men in the room spoke loudly with contempt.

“Not just criminals. Law enforcement as well.”

“It’s ridiculous!” A different old man. “They can’t be trusted!”

Laura Gates gave an exasperated sigh. Old men never wanted to listen to the younger generation speak. And these old men also believed a woman shouldn’t be in her position. It always made it harder. “Have you ever seen the movie Suicide Squad? Read the comics? Seen even the Arrow? They aren’t going to walk around freely. We are putting bombs in them, and we also have access to their loved ones. And this situation is too dire for us to just leave it up to the usual channels. Red Dragon is ruling the underground weapons trade. Ouroboros has been leaving victims all over the place. The Razzi Mafia is spreading drugs through the roof. And Zero you know is in everything. We can’t even get close to these guys. But criminals can because this is their world. And these criminals are the best of the best that we’ve caught. And they will help.”

“You say these criminals, who have you caught?” asked the only other somewhat young person in the room.

Laura moved to the front turning on a projector and bringing up files. She clicked one that contained information such as height and weight, and showed a picture of a tall blonde man.

“Meet Yuri Foxx. Twenty-five year old male. Arrested for murder, mutilation, and assault. His first murder was his father when he was 14. He mutilated him and left him for dead. When he found out he was alive, he snuck into his hospital room and injected his IV with coke.”

“He got drugs at fourteen?” one of the old men asked not believing it.

“No the drink.”

“Sarcasm is unnecessary.”

“I wasn’t being sarcastic. His father was in dire enough condition that it killed him. You can usually tell his victims as he kills with wires, and he usually castrates the males. Don’t let his thin looking frame fool you. He is immensely skilled with those wires and stronger than he looks. You’d think him being so tall makes him stick out, but he was far from easy to catch. And he isn’t prejudiced on his victims. When we caught him he told us to keep him supplied with books to relieve his boredom.”

She changed the picture to another blonde, a female, though to some she looked like a male. “Yoongi Choi. Nineteen years old. Arrested for Arson, murder, disturbing the peace, disorderly conduct, mayhem. Basically your typical troubled teen in the most extreme of forms. She is an expert with firearms and explosives. So make sure you don’t slander her family. She have no qualms about setting the rain on fire. Literally. Oh and keep flammable stuff out of her reach. She told us she took up arson after getting bored with knitting. It is almost as good as Prozac to her.”

Another change in picture this time to an androgynous black haired male.

“Nico Young. Twenty-four years old, convicted of 61 accounts of murder. The actual count is most likely around 300. He’s an assassin who’s preferred weapon is glass. He’s a consummate professional. Point him at someone and they will die quietly, and with minimal fuss. If you want tea, he’s happy to share. Though it might not be a good idea to accept his offer on the drink. “

“You said he uses glass,” one of the old men scoffed.”

“Yeah but he can use poison too. And is a master of disguise. Shall we continue?” Silent nods. “Good.”

Another change this time to another blond male, but much shorter than the first.

“Zach Grounnos. Twenty-one. Crimes are theft, mayhem, disturbing the peace, murder. He’s a thief, but has no qualms about killing if he finds it necessary. He’s a master of machines and technology. Some moron gave him a switch once because he was whining of boredom. Five hours later we had to rush the guard to the hospital due to wounds from a robotic spider. The idiot who gave the tech genius tech was lucky that the spider didn’t get his keycard.”

“What is a switch?”

“A video game console,” the young guy replied. “Anything else we should know about him?”

“He has a pet bird that he loves. Oh and when we took him in, he asked if we planned on using our car. We ended up having to switch cars.”

Another switch to a female. This one with white hair.

“Mirian Pereira. She’s thirty-three and has committed grand larceny, kidnapping, human experimentation, possession of illegal substances, murder. Quite the list. You have to keep an eye on her. Leave her alone for too long and she’ll have grafted a third arm onto someone. She is obsessed with the human body and experimenting on it. The homeless are her usual victims.”

“And how will she be useful,” another old man. Probably with the that a woman had no use.

“She’s an ex doctor. And she can whip up medicine on the fly. This is a great opportunity for her. According to her she’s an artist looking to improve. She wants you to hurt yourselves so she can practice.” She smiled at their horrified looks.

“And the next criminal,” the young guy again. He seemed to be the only level headed one.

“That’s it for now.”

“And what about government workers?”

Different set of files, different male. This one with brown hair, and a hint of a tattoo.

“Hakudoshi Ikadoshi. Twenty-seven years old, was a detective.”

The old men perked up at this. They clearly recognized the detective for his achievements.

“Don’t let the up-standing citizen act fool you. He’s as dark as any of the criminals.”

Last switch. Another woman with brown hair.

“Theodora Barnett. Twenty-eight. Criminal Psychologist. Likes to be called Teddy. She’s a bit of an oddball. She knows what the criminals are capable of and what they can do, but she treats them like children on a field trip. You can’t even tell if it’s just some psychologist trick, or if she’s genuinely that friendly. Which is frightening in itself.”

“A psychol-“

“What can she do?” the young one cut off the spluttering old man.

“Glad you asked. She’s fit as a fiddle. Her strength is almost superhuman, and she’s an expert with hand to hand. There is also her ability to see what makes someone tick.”

“And that’s all we got on our side?”

“Correct. Teddy and Ikadoshi will work as the leaders for the program. And by that I mean keep the criminals in line while out on missions. I doubt we’ll have any issues with them. Ikadoshi said he’s looking forward to working with people with brains. As for Teddy. They murdered someone? Well no ones perfect. Unfortunately I do need your backing on this. Do I have this for the greater good?”

“What do they get out of this?” an old man.

“Decreased sentence time. They’re in for life plus. They work hard enough they may make it out with a few years in their 90s. So?”

The old men began discussing between themselves. The young one said nothing. He clearly was already on with the plan. After some discussion they nodded their heads. “Okay. Let’s take a risk.”

“Perfect,” Laura smiled.

The criminals sat in a room on plastic chairs, Laura, Hakudoshi, and Teddy at the front of the room. “Afternoon. Don’t try anything as bombs have been implanted in you, and Ikadoshi has full permission to shoot you if you do. I’m Laura Gates, and you all have been briefed on the situation. Ikadoshi and Teddy are your babysitters. Your first task is Red Dragon. They currently rule in weapon dealing. Make plans and demands if need be. Ikadoshi mind starting it off?”

Hakudoshi stepped forward with a smile. “Red Dragon is mostly stationed in New York. Plenty of places to hide there, and to stash stuff. They have access to water for shipments via ships. We can’t pin them down.” He walked amongst them placing a cage with a bird down by Zach, and kennel with a cat by Nico. “Any of you know how to get in contact with a low branch of them? Ideas on how to get in deep? Anything and everything is welcomed.”

(Just have your characters react and respond and suggest. They've already been convinced to do the project. Feel free to make up facts about the Red Dragon if need be.)
 
Teddy waved excitedly at the group of criminals. "Okay everyone, don't wander off and we'll do just fine together! I'm Theodora Barnett, but you can call me Teddy!" She crossed her arms and watched the group with a warm smile. The mind of someone so twisted, so willing to break rules and harm others was something truly fascinating, and it was always a treat to get to see it in action.

One of those minds was Mirian's, which unfortunately contained no knowledge on the actions of Red Dragon. She never dealt with weapons besides her trusty knife, and she always worked alone. Add to that, she'd never been to New York. But she refused to admit it. Her pride wouldn't let her. So, she simply feigned deep thought to let the others speak up.
 
"Was one of my main tickets to the pyrotechnics and bullets. He and I go further back than I'd like," Yoongi grumbled, moving the gas mask away from her mouth so that her voice wouldn't get muffled from the apparatus. "He has different proxies for different weapons. I dunno how much that helps, but there you go, I guess."
 
(Let's try to get some life in this)

"Good. Then we can start by heading to New York. From there Yoongi you can get in contact with one of their Proxies. We can work from the ground up. After all it's more fun that way," Hakudoshi grinned. "Mind getting a plane ready for us. And some supplies. Can't expect our new friends to be woefully unprepared. We need them at full capacity," he told Laura.

"Figured you would do that," she sighed. "This way."

The group was lead to a room full of weapons and supplies of all kinds. "Take your pick. Be on the plane in an hour," she ordered them, walking away.

Yuri immediately began looking at the types of wires they had, how much of them, as well as little gizmos so as to build his gloves...which were ironically there too. Perfect. He would build spares though, just to be safe.

While she kept calm outside, inside Mirian felt like a kid in a candy store. She quickly snatched the medical supplies and anything that could potentially be used as a medical tool, as well as a pocketknife. She didn't need more than a pocketknife. Smirking, she slipped everything into her overcoat's pockets and returned to the doorway, where Teddy was keeping an eye on the others. She wasn't planning on using any of the weapons or supplies, so she was using this time watching over them, just in case one of them, say, shot another. Sure, the criminals were rigged with bombs, but her job as a criminal psychologist taught her that some people had remarkably poor judgement skills.
 
Zach, Roco already on his shoulder, was over to the table in a shot, excitedly fidgeting with various objects and muttering to himself as he dashed around the table like some hyperactive insect, grabbing and toying with various objects that weren't even intended for him.
