Ok, he need's to know what floor now and he dosen't know anything about where is where in the Pokemon game's.

That's like having no map and being asked, while in San Francisco, the quickest way to a diner on a specific street in New York City. Even if you told the person, odds are, they'd be clueless.

It's in a room once you get Waterfall--steven stone gives it to you, IIRC. Meteor Falls is Meteor Falls. The game includes a map.
 
He still dosen't understand and he wants to know how to get the old sea chart.

The Old Sea Chart can't be obtained in the game. You need to go to a Nintendo Event.

And it's Dive that Steven gives to you. Waterfall... I can't remember for Emerald.

Meteor Falls is where Team Aqua and Magma meet shortly before the battle on Mt. Chimney. Use Waterfall and search around until you will find a small room with a TM in it. (You need to surf across a small pool of water to get to it.)
