Who would win? Their types are both technically super-effective against each other and they both have realitively high stats.
 
Starmie would win. She's faster and she can Surf Houndoom before he gets a chance to strike back. Also, she can Recover.

All's not lost for the hellhound though. He does get priority Sucker Punch, which does give him an edge.

In terms of who my favorite is, both Pokemon are awesome. Houndoom however, is in my top 5 favorite all time Pokemon while Starmie makes it to the top 20. So in this category, Houndoom for me.
 
Eh, I prefer Starmie. It has a better movepool and it has always been one of my all-time favorites.

Oy, I know. Still looks more feminine to me, so I call her a she. It's the same reason I call Meganium a she even though 7/10 of them are male.
 
Starmie; as I've preferred Specially-based sweepers.

Also I don't care who would win, all I know is that my favourite is Starmie, who gets my vote.
 
I like Starmie's design a bit better, and she's been much more useful to me, so I'm going to cote Starmie here.
 
Starmie would win in a battle, but I still like Houndoom better. Houndoom for the win.
 
I'm going to have to go with Starmie, I love it's typing (Water/Psychic).
It would easily beat Houndoom in battle with Surf or any other water type attack (That deals damage), in my opinion.
