TMs are portrayed as CDs. How do you exactly insert one into a Pokemon that isn't tech based? My theory is that the Pokemon is actually stored in a PC and you put the TM into the computer's CD-ROM drive that will activate a program to ask you what compatible Pokemon you want to use the move and what already existing move do you want it to replace.

Maybe they're like instructional dvd/cds that teach trainers how to get their Pokémon to do the move. And you've got to insert them into a PC or a similar device, like a Pokédex.
