1. Primarina is not in SV yet. Decidueye just so happens to be here because all the Hisuian forms are in the game.
2. If you'd want to have a Miraidon raid event, Koraidon raids must be there at the same time due to the game exclusivity.

Bulbagarden is actually a fan-run website, so this isn't really the right place to make suggestions to GameFreak. I'm not sure exactly where you would suggest this to them or even if GameFreak is willing to take fan suggestions for this sort of thing, but I would imagine with what the seven star raid events have been doing, a Primarina raid will roll around eventually.

When they said "it's not in the game", they literally meant its not programmed into the game at all. Unless it makes a return during one of the upcoming DLC patches, it won't be appearing in raids... Or anywhere else in SV.
This is like asking them to do Ash-Greninja raids in SWSH, if the Pokemon isn't in the game, you're not going to see raids for it. (Also not even asking GameFreak, asking a completely unaffiliated fan site probably isn't going to get you anywhere.)

Even if you did ask them, GameFreak does not take fan requests, or feedback, short of "mass outcry and bad press due to game ruining bugs/exploits", and even then it's hit or miss whether they address it.
