Some might seem a little weird, like seeing Moltres as male and Raikou, Rayquaza, and Kyurem as female. As for Ho-Oh, I had to debate. The European phoenix is always male but I think the Chinese phoenix can be either gender.

All right, time to state my opinions... this may be controversial. Also I’m not going to take battle tower/frontier legendary duplicates into consideration since they’re just there for post game shenanigans. Anime/Movies(Save for a few exceptions) will also be excluded from this. Ultra beasts are not legendaries. They are alien species. There are a LOT of them. Therefore I will also be excluding Sogaleo and Lunala, along with their pre-evolutions, due to there officially being more than one of the species that is known. Necrozma, however, will be included. Genesect will also be excluded since there is more than one. Kubfu and Urshifu are also excluded. They should NOT BE LEGENDARY POKÉMON. Same with Type:Null, Silvally, Meltan and Melmetal, since they break the more than one per region rule I have(Excluding spin-off games like Let’s Go and Battle Frontiers/Post Game events.) Also Phione will be excluded b/c f*** Phione. It should not exist.

Without further ado... my opinions on the genders of Legendaries/Mythicals.
Gen 1:
1) Articuno: Female. Gives off a more feminine look compared to the other two.
2) Moltres: Male. An argument could be made that it may be female, but I see it as a male.
3) Zapdosefinitely Male in my opinion.
4) Mewtwo: Male. This isn’t even a debate. If we look at the first movie(And not the crap that is the Genesect movie), Mewtwo’s voice is a dead giveaway.
5) Mew: Honestly... I’m not sure. It could be either. There is evidence for both sides so I can’t really come to a firm conclusion.

Gen 2:
1) Entei: Male. Gives off a more masculine vibe to me imo.
2) Raikou: Also Male. Same reasoning as Entei.
3) Suicune: Female. Like Articuno, Suicune gives off a more feminine vibe, leading me to believe it as female.
4) Lugia: Female. Baby Lugia in the anime makes it highly likely Lugia’s gender is female.
5) Ho-Oh: Male. This is debatable but I think Ho-Oh possesses more masculine qualities than feminine.
6) Celebi: Male. Gives off a more “Young Boy” sense of personality.

Gen 3:
1) Groudon: Male. I think all 3 of the Weather Trio are male tbh.
2) Kyogre: Male. See Groudon reasoning.
3) Rayquaza: Male. See above.
4) Regi trio: I’m just getting this cluster out of the way. I think all of the Regis are genderless since they’re basically elemental robots.
5) Latios and Latias: Confirmed to be male and female respectively.
6) Jirachi: Male. Same reason as Celebi.
7) Deoxis: Genderless. Space Virus. I doubt this thing has a gender since its a literal virus.

Gen 4:
1) Dialga: Male.
2) Palkia: Male.
3) Giratina: Male.
4) I will be clumping the Lake Guardians as one. To be honest I think they’re all female.
5) Regigigas: Genderless. See Regis reasoning.
6) Heatran: Angry lava spider go brrrrrrrrr. Anyways, its confirmed to be either gender.
7) Cresselia: Confirmed to be female.
8) Darkrai: Male. I believe most would agree with this assumption.
9) Manaphy: Female. Can be bred with Ditto to make Phione... a Pokémon I genuinely hate with a fiery passion.
10) Shaymin: Male. Young boy aspects, though a good argument could be made for it being female.
11) Arceus: Genderless. Omnipotent being. Could be male, female, or neither.

Gen 5:
1) Reshiram: Female.
2) Zekrom: Male
3) Kyurem: Genderless in base form. Takes on the gender of the other dragon it absorbs Imo. So white Kyurem is female and black Kyurem is male.
4) Landerous, Thundurus and Tornadus: All confirmed to be male.
5) Cobalion: Male.
6) Virizion: Female.
7) Terrakion: Male.
8) Keldeo: Male.
9) Victini: Male. Same reason as Celebi.
10) Meloetta: Female. This is extremely obvious.

Gen 6:
1) Xerneas: Female
2) Yveltal: Male
3) Zygarde: Male(Voice in anime heavily hints this.)
4) Diancie: Female
5) Hoopa: Male.(Same goes for Hoopa Unbound)

You’re excluding some legendaries because “there’s multiple of them” but you’re not excluding the bird trio even though the Galarian variants heavily imply that there’s multiple of them? You also include the Latis, Heatran, Celebi, and Darkrai even though there’s been multiple shown in the anime. This strikes me as rather arbitrary, especially since the only reason there’s multiple of the Cosmog line is because of multiple dimensions if I remember correctly.

At any rate, I’m too lazy to come up with handcanons for all of them but:

Articuno/Zapdos/Moltres: Male/Female

The Galarian variants imply that there’s a lineage of the birds that eventually led to the regional forms a la real-life evolution. So I imagine the bird trio can be either male or female for this to happen.

Cosmog: Male/Female
Cosmoem: Male/Female
Lunala: Female (said to be the female evolution of Cosmog)
Solgaleo: Male (said to be the male evolution of Cosmog)

Zacian: Female (said to be the older sister of Zamazenta)

Frankly I don't see why most couldn't simply be either, like Heatran and Urshifu. The only ones that I think would likely be definitive would be Solgaleo and Lunala, since you seem to need both in order to produce more Cosmog. For the Cosmog line, the outcome of evolution itself seems to be a distinguishing sexual trait. (One reading on the matter that I'm fond of is that Cosmoem might be comparable to the eggs of certain reptiles, in which the sex of the embryo is determined by the surrounding temperature, rather than by genes. For Cosmoem, it may be that the potency of the light it absorbs determines which sex it will develop upon evolution - with an abundance of light resulting in Solgaleo, and a smaller amount resulting in Lunala.)

I guess there's also Zacian and Zamazenta, although in their case, there's nothing really saying that the interpretation of Zacian as Zamazenta's "sister" isn't just a social projection imposed by humans. There's also nothing stating that Zamazenta is oppositely interpreted as male - it could very well be the case that humans interpret them both as "female," as a pair of sisters. And it could even further be the case that humans are wrong, and that the wolves can actually be of either sex.
