For anyone who has used this program, how does the IR GTS (Python Script) program work exactly and do you have to be using the wireless network your computer is connected to or can you use any wireless network?

I know SendPKM fakes the servers for Nintendo WFC (since it was relatively simple) and sends the same output as a real one, but with your Pokemon. Think of it like a master list for a PC game.

You need the same network as your PC. Stealing Wi-Fi won't work.
