I doubt Gengar would let this chance slip, though.I think only Gou's, since it would be out of character for at least Dragonite and Pikachu, unless Riolu is gonna be affected (Then i think Dragonite will be mad and starts protecting it).

If Team Rocket only appears to get blasted off promptly to move the plot ahead then I'd rather they not appear at all, especially not after the horrible way they were used in the last episode.
To be fair, it seems like the main focus will be Sakuragi Park and the Pokemon that live there, which we don't see in the anime quite often (at least, not as often as the main institute itself). Considering the wide variety of Pokemon that live there, I don't think Kanto pandering will be a noticeable issue in this episode. Synopsis already shows that Cascoon and Golurk will have major roles in this episode, and the culprit of the stolen food is all but confirmed to be Morpeko, so I doubt that Gou's Kanto Pokemon will be hogging the spotlight too much.It is though. It's set in the Kanto region, more specifically the Sakuragi Institute of which we've seen far too much of already.
Most of those species deserve the spotlight after so long. How dare anyone have a bone to pick with Cubone.so I doubt that Gou's Kanto Pokemon will be hogging the spotlight too much.
