And the thing is, did it really promote it though? Aside from that awful haircut with the games in mind, it took a backseat to Primarina as the series went on and barely had focus. The biggest potential selling point, in my opinion, would have been using any of Eevee's specific Let's Go Eevee moves, such as Bouncy Bubble, which they didn't animate for some reason. All we got was Double Edge...
A shame and a bigger shame Lana didn't make something out it by evolving it into a Vaporeon by now; maybe in a later Journeys episode centered around Eeveelutions.
Maybe they didn't want to only give Sandy just one of the specific moves it could learn from Let's Go Eevee or they couldn't think of a good in-universe reason why Sandy could suddenly learn these moves. It would have been a better way to promote the games than just giving Sandy a haircut, but since Lana wasn't really that into battling, maybe it still wouldn't have been able to showcase those different moves either.
It's possible that they could evolve Sandy down the road, especially when I'm sure that there will be other episodes set in Alola during Journeys' run, but I wouldn't bet money on it. Although, I am surprised that they aren't staying in Alola for two episodes here, if only because cramming in all of these introductions and reunions into one episode sounds like a lot to do.
