Could Ash be using Pikachu here because it can't get Octolocked by Grapploct (since it can just thunderbolt it for massive damage)?

That might be a part of his strategy. Weaken and tire it out with Pikachu by forcing it to use its other moves, then finish it off with Riolu's reversal. I have a feeling he wants Riolu to get hit with Octolock here, then escape it (using his special strategy he develops) since it can put his health in a good range for reversal to be really powerful.

That could very well be part of it, and it would certainly be smart. However, I'd say Ash still needs a backup plan, as in the past we've seen instances when a restrained Pokémon is unable or at least has extreme difficulty executing even long-ranged attacks like Thunderbolt if they're being squeezed hard enough. One such example being the battle against Trip's Serperior, where Wrap constantly prevented Pikachu from using Thunderbolt to free himself.
