So yeah, not sure how legitimate it is, but I repeated the same process about 3 times and ran into Latias at the exact same bush each of the 3 times i did it. I would have tried it out more, but I threw a pokeball at latias the last time and by some miracle it was caught without any damage or status.

I beat the elite 4, for like the 15th time. I left my room, went back in, left again, went outside, flew to Mauville, followed the path to the right, used surf to cross the water path, and then ran through the bushes towards the berry farm. Everytime I ran into Latias in the third patch from the right. The third time I made it through the grass without an encounter, but I went back through and in the same patch I encountered Latias.

I have no idea how legitimate this is, but I was amazed at it when it did happen. I may have been really lucky, or just got Latias into some form of alternating route pattern, but it did work. If this has happened to anyone else I would love to hear about it. Or if there are any other Latias catching tips, I would enjoy hearing them too.
 
Remember that when you go from a city to a route by foot, Latias/whatever roaming legend you're after will jump to an adjacent route. If you Fly to another city, the Pokemon will jump to a faraway route.
