Hoenn remakes were also delayed in a generation without remakes. Gen 5 gave us nothing and it was unclear whether remakes would continue at all.Even then, there aren't as many people demanding a Sinnoh remake as there were demanding a Hoenn remake back in 2011-2014, considering that the latter ended up becoming a meme.
Gen 6 made it clear that remakes weren't dead, so that quelled the vocal demand for Sinnoh remakes in Gen 7. And while Gen 7 gave us Kanto remakes instead, it was at a time when the next generation was already being lowkey advertised, so the fanbase basically got railroaded into pushing their expectations back to Gen 8.
So it's really not that the demand for Gen 4 remakes is less than Gen 3, it's simply that the environment that bred the desperate outcry for Hoenn does not exist for Sinnoh. Remakes aren't dead and we're not at a point where anyone is all that worried that Sinnoh remakes won't happen.
