No, it's not a uniquely Japanese problem. It wouldn't take long to find allegedly foreign characters in English-language media who just ... aren't. And by that same token, foreign settings that are a rather silly theme-park
It doesn't help that a lot of these settings are, for live-action movies, filmed somewhere in the U.S. This can make it to where the theme-park aspects are pretty much there to distract you from the fact the mountains you're looking at are in California.
