I don't buy the "not enough development time" logic because we know for fact that they develop multiple things concurrently. And there really wasn't any way that they weren't going to use some of the work put into Legends Arceus in Gen 9- the trainer movement alone is too advanced for just a one off game.
Fandom needs to update their idea of how Game Freak development works, I think.
Thing is that developing multiple 3D HD open world console games is a whole different animal from developing multiple 2D sprite based linear handheld games. The former is FAR more intensive and something few developers can get right. And the ones that do are far larger than Game Freak and spend more than 2 or 3 years on their games. To put things in perspective, CoD only manages to remain yearly by having 3 AAA development studios each with 700 people between them last I checked. Game Freak trying to take all of that on with only 200 people (and only just now outsourcing a remake to a small studio with minimal experience in making their own games) shows that they either don't understand or don't care what it takes to make a quality console game in this day and age.
