My best guest? Perhaps the other team members just don’t fit the mold either power-wise or the character’s personality.I feel like that's part of the problem. Gmax and megas not withstanding, if the team has other pokemon on it that are new to this generation, why not make one of those the ace rather than the older gen pokemon on the team.
Game Freak probably feels that having a new Pokémon for every character’s ace would be too limiting as they’d have to be careful to not have Pokémon on the team that are more fitting for the character as their ace nor more generally powerful than that new Pokémon. This would be especially true if they had a type specialist in a generation with not a lot of new examples of their type/theme. At that point, Game Freak might as well design the character and type specialty after the new Pokémon’s power level and how many new examples of that type/theme are available in that region.
tldr summary: Due a lot of different factors, Game Freak feels that limiting the aces of an important character to only new Pokémon species stifles their creativity of their characters to the point that they would be forced to limit a character’s team and personality around that new Pokémon.
