A regional variant (if those ever return) wouldn't be the way to go with it?
Assuming they just went with a brand new species, I hope they build up the encounter a bit. Considering that you can take in-game screenshots, I'd love for the mechanic to be worked into the encounter somehow. Maybe a side-quest of you trying to take the infamous Surgeon's photo nessie is known for, which later triggers the full encounter with it on a dark foggy night.
