Judging by the hairstyle It looks like a little girl to me.
But what is she doing out in the Jungle? Another Movie Rival perhaps?

Oh wait maybe she is one of the Scientists?

"New"? That's Karen, the character being played by Shoko Nakagawa this time around. We've known about her since August.

The dad showing up in the actual anime could mean Ash eventually retires as main character though.
