It's especially weird given Game Freak's approach to IVs -someone said they wanted to keep them hidden to keep players from viewing Pokemon as numbers, and Masuda has his recent quote about not wanting Pokemon to be about breeding. I think it's weird to have IVs at all, but especially in the case of Hidden Power.
Normally I don't have a lot of beef with IVs. Call me a weirdo with way too much time on his hands but I actually like being able to combine all the best parts/genes/traits of both parents into one child and so on; I happen to find it an engaging exercise and do take some pride in a successful attempt. It's really just the relation between IVs and Hidden Power that I'm growing to dislike.

Yeah, it's more a case of the move's translated name not matching as well with the Pokémon than the Japanese name. Forcing the sun to shine still doesn't fit but I could see Lunala preferring cloudless nights.

...With that in mind, why can't Lunatone learn Sunny Day?

I was getting a new Chansey grinding Pokémon ready for Ultra Moon when something about my chosen species genuinely threw me off. Mawile seriously can't learn Covet? A move that involves endearingly approaching the target is a no go for a Pokémon that fools foes with adorable gestures? Come on now...

And as for a more blatantly obvious goof-up, Necrozma should have gotten access to Dragon Claw in USUM to reflect what we now know to be its original form. They actually thought to give it the tutor moves Dragon Pulse and Outrage, but not the TM move Dragon Claw? It reminds me of Zangoose and Cut.

I'm puzzled by the fact Celebi can't learn Psyshock, which is an amazing move for dealing with Blissey and Tentacruel.
I'm also shocked that Celebi can't learn any Fairy-type moves whatsoever. It's clearly based on a nature fairy, even if it doesn't have the Fairy-type.

EDIT: I was wrong. It can still learn Dazzling Gleam. I still think it needs Fairy-type moves during level-up though.

Primarina should learn Calm Mind and Boomburst. Calm Mind because she needs to be focused and calm to perform her best song, and Boomburst for those times that she doesn't maintain a Calm Mind and hits a note wrong.
She already has 120 Sp. Attack tho, so maybe not Boomburst

Ok, i'll fix it:
Poliwrath not learning actual fighting moves (Drain Punch and Superpower) - there's no excuse for it not learning those
Magmortar not learning Earth Power and Eruption - its magma for god's sake, yet it learns neither, not only that, Earth Power would sure help it
Ampharos not learning Tail Glow - no brainer
Aurorus not learning Aurora Veil - another no brainer
Tyrantrum not having Outrage and Stomping Tantrum in its level-up movepool - look at its name and you'll see why, plus it only gets both via tutors
Solrock and Lunatone not learning Morning Sun and Moonlight in their level-up movepools respectively - they're only available via Dreamworld, which is now dead
Scrafty not learning Sucker Punch and Gunk Shot - its a gangster
Incineroar not learning Sucker Punch - its a heel wrestler
Reuniclus not learning Thunderbolt - most psychic-types get it, so why can't Reuinclus?
the Tao Trio not learning Earthquake (and Earth Power in Reshiram's case) - they're all heavy, yet they don't get Earthquake
Entei not learning Earthquake - look at one of its dex entries and weight, but still doesn't get Earthquake
Kommo-o line not having plenty of egg moves (not even at least 4) - it only has 3 egg moves and they all suck, give it egg moves like the elemental fangs, Crunch, Iron Head, Iron Tail, Dragon Pulse, Superpower, Double-Edge
Eelektross not learning Leech Life nor Thunder Fang - its a leech with fangs, yet get neither, also only gets Aqua Tail via tutor
Emboar not having Fire Punch in its level-up movepool - again, just look at one of its dex entries
Ferrothorn not learning Spiky Shield (tho would make it more annoying) - again, another no brainer
Kommo-o also not learning any biting moves - they have jaws, yet no biting moves
Aggron not learning Crunch - look above
Lopunny and Cinccino not learning Play Rough - both cute looking normal-types that could use more coverage
Sesmitoad not learning any physical water moves - its a physical attack, yet doesn't get Waterfall nor Liqudation
Gible line not learning Bite - do i have to say it? -_- (sure Garchomp gets Crunch, but why not also Bite?)
Silvally not learning Energy Ball, Dark Pulse, Dragon Pulse, Aura Sphere nor Shadow Ball - its a chimera
Shroomish learning Drain Punch - just make it a level-up move for Breloom instead of a egg move and call it a day
Togekiss not learning Moonblast nor Hurricane - i'm surprised it get neither (especially the former)
