I figured Black Kyurem would get Ice Punch finally considering it's now a TM... but no. At least it can now learn Icicle Spear, which makes me wonder why it cannot learn Icicle Crash...Here's another ridiculous one, Black Kyurem doesn't learn Ice Punch, you would think the muscular arms could be used to punch opposing Pokemon, but Black Kyurem can't use them that way, apparently. One thing that could've done is so Ice Beam would become Ice Punch when Kyurem fuses with Zekrom. Heck, I have seen a piece of fanart of Black Kyurem literately throwing punches.
Well, goats can swim, so that justifies Surf, and for Brick Break, maybe it rams the barriers.It doesn't seem right that Gogoat can learn Surf from a Hidden Machine in generation VI. It doesn't seem like it could stay above the water with those legs. Also, the fact that it learns Brick Break as well is quite odd for a Hoover Pokémon.
