Moves that Pokemon should/should not be able to learn

Emolga can't learn Fly, even though it's literally a flying squirrel.
Emolga not learning Fly is kind of understandable, since flying squirrels can't actually fly in real life. They glide between trees, as opposed to birds, who can take off and soar high into the sky.

Also, TIL Rampardos can learn Surf and Whirlpool, because why not?

Rhydon Surf and Hydropump...

Lapras should learn Soak would be nice combo with Freeze Dry that it learns through breeding...
Weird that they never created a pokemon with both taking how many ice and water and ice/water types we got...

Dragapult gets Dragon Claw but not Shadow Claw. It gets Quick Attack but not Shadow Sneak.

I'm still confused on why Doduo and Dodrio are allowed to learn Fly when they are flightless birds.

Also why are they named after dodos when they have more in common with ostriches? Farfetch'd feels far more like a dodo than them

Orbeetle Bounce, Magnet Rise.

Frosmoth Powder.

Centiskorch and Corviknight Clanging Scales,

Centiskorch Steamroller, dig

Many of the new ones either should learn Magnet Rise, Dig or something actually.

Weird that Musharna didn't get Magnet Rise or Levitate taking it always self floats around...
(this pokemon needs either neutralizing gas, levitate or make forewarn and telepathy better; forewarn should block the strongest move once, telepathy should block the same moves in singles,
move telekinesis makes oponents float for 3 turns and unable to use physical hits against the user)
(Imagine a Gigantamax for mega form with Levitate and a move to neutralize abilities for 5 turns...)

Inteleon Acid Spray, Acis Bomb, poison tail and cross poison naturally... a spy is a spy...dragon tail, pursuit, bullet seed, dragon breath, force palm, double kick, hypnonis, wake-up-slap, glare, flying press(body type with hawlucha wings ), low kick

Cinderace, magnet bomb or gyro ball the same way like pyro ball? aura sphere, energy ball, draining kiss for bux bunny aspect. Pursuit, electro web, low kick

Rillaboom line , water pulse, astonish, shadow ball or shadow punch, iron head, bullet punch(but maybe fake out is enough???)
rock blast, rock wrecker/head smash, Arm Thrust, dual chop, dragon hamer, Outrage, force palm, circle throw, electro web,

Copperjah with Octazooka, why only squids and octopuses if a elephant with trunk should pull it off?

Court change is a move that I would give Mr Mime and Mr Rime, Decidueye(court of owles), Toxtricity, Grapploct, Grimmsnarl, Obstagoon, Delphox, Emboar, Samurottr, Empoleon, Dusknoir, Banette, Hawlucha, Machamp, Haryiama, Froslass, Jynx, Drampa, Orbeetle, Toxicroak, Arceus, Watchog, Cofagrigus, Haxorus, Klefki, Diance , Hoopa, Incineroar, Alakazam and Oranguru.

Delphox , Simisear, Infernape, Emboar, and regular Darmanitan will get Pyro Ball after some time.

Small list I put together for some of the new moves (Most notably Signature Moves cause they tend to distribute those more widely the game after they debut in) that Pokémon could get in the future:

Pyro Ball:

Blaziken
Hitmonlee
Medicham
Lopunny

Jaw Lock:
Blastoise
Arcanine
Victreebel
Kingler
Aerodactyl
Feraligatr
Mightyena
Sharpedo
Crawdaunt
Relicanth
Krookodile
Hydreigon
Lycanroc

No Retreat:
Primeape
Machamp
Hitmonlee
Hitmonchan
Pangoro

Bolt Beak:
Zapdos
Toucannon

Fishious Rend:
Sharpedo
Huntail
Relicanth
Basculin

Aura Wheel (This one might be a bit hard since it also works with Morpeko's gimmick.):
Pikachu
Raichu
Plusle
Minun
Dedenne
Togedemaru

Spare me if I missed a possibile candidate.

Dedenne
Togedemaru

here it could work by beeing steel or fairy when a berry is consumed?
Plusle and minum abilities could switch or boost its power?

Pikachu and Raichu dont need Aura Wheel they get Volt Tackle...
If they would learn it, it would be always pure electric, maybe alolan Raichu psychic but that would take away Morpekos role...

Here's another ridiculous one, Black Kyurem doesn't learn Ice Punch, you would think the muscular arms could be used to punch opposing Pokemon, but Black Kyurem can't use them that way, apparently. One thing that could've done is so Ice Beam would become Ice Punch when Kyurem fuses with Zekrom. Heck, I have seen a piece of fanart of Black Kyurem literately throwing punches.

I figured Black Kyurem would get Ice Punch finally considering it's now a TM... but no. At least it can now learn Icicle Spear, which makes me wonder why it cannot learn Icicle Crash...

many of the new Galar dex mon would need dragon tail, twister(Corviknight and others)

Bolt Beak with that Alolan dancing bird line...

hmmm magic powder is a move that should be given to both fairies and psychic lines, especialy to magicians, maybe some ghosts and grass pokemon? even some dual types with dark type secondary. Shiftry, Malamar, they could make use of it actualy.
______________________________________________________

Grudge with Corviknight would fit and make perfect sense with Pressure and Spite...

More Grudge users actually, could see Obstagoon, Decidueye and others getting it...
________________________________________________

Grimmsnarl: Grudge, Frost Breath, Pyroball (but like in volley ball ), Shadow Ball, Mud Bomb,
Court Change, Spite, Psychic Fang, Grass Knot, Seed Bomb, Muddy Water, Outrage, Twister, U-turn, Signal Beam, Infestation, Metal Claw, Will-o-wisp.
Dragon Breath... no one says you need to be a dragon to breath like one... especially when it looks like it consumed some dragons itself. Assist and Mirror Move could be nice too.

Power Trick and Guard Swap a must with Prankster cant get why they forget them. Status moves like will-o-wisp or it should get Trick-or-treat taking its goblin motive.

I know giving it Cinderaces moves too early but they did it with Incineroar and it would make actualy sense for its coverage.

It doesn't seem right that Gogoat can learn Surf from a Hidden Machine in generation VI. It doesn't seem like it could stay above the water with those legs. Also, the fact that it learns Brick Break as well is quite odd for a Hoover Pokémon.

Well, goats can swim, so that justifies Surf, and for Brick Break, maybe it rams the barriers.

Or maybe it just rears up and slams its hooves down in a somewhat chopping motion, or simply just slams its hooves down onto the target hard enough that it shatters the barriers. Either way, it probably uses Brick Break in that manner.
