Mr. Mime belongs to Ash according to the official twitter?

Yes, it refers to him as "Satoshi's Barrierd" (Ash's Mr. Mime) and he was shown to own its Poke Ball in the most recent episode.

So yes, Mimey has been retconned into belonging to Ash.

I still think it's completely asinine to retcon Mr. Mime into being one of Ash's Pokemon all along. I know that some 'official' Japanese site from like ten years ago put Mr. Mime under Ash's ownership in some mini-game but come on. This is one of those things that makes no logical sense since we never saw Ash catch Mr. Mime, nor was it ever stated in the show itself that Ash owned it and was just letting his mom borrow it. What kind of George Lucas bullcrap is this?

Last year's history special did the same thing, Mr. Mime was shown with a bunch of Ash's Pokemon.

So at the very least, they already had the idea to consider Mr. Mime one of Ash's Pokemon back when Sun & Moon was stil airing.

Which makes absolutely no sense considering that Mimey had bonded with Ash’s mother going all the way back to it’s debut. It barely interacted with Ash in that episode and has hardly since. What drugs are these people on that Mimey would even come close to being Ash’s Pokémon?

Well, they included Raticate, Beedril and Seaking in that image. So, it's clear they don't care so much about the interactions of these Pokemon with Ash.

The weird thing is that we never see that Ash catches Mr. Mime. So, it's a surprise he is considered Ash's Pokemon.
 
Delia asked Mimey to be around Ash for the entire series, and it even agreed to battle because it had more plans than house chores. This isn't that weird even if the latter wasn't foreshadowed. Mimey will probably return to Delia when all is said and done. In the meantime, calling it Ash's makes sense.

That some people considered Mimey to be Ash's all along is weird (it wasn't even included in the Spurt opening, while Butterfree, Primeape, Pidgeot, Lapras and Larvitar were), but it hasn't been stated on the actual show even now. It is not as if Mimey ended up with Ash out of nowhere.

The capture of Mime and the passage of the pokéball were offscreen, but Delia bonding with Mime and leaving it with Ash is onscreen, so at the very least it's not illogical.

There’s a fine line between a Pokémon being left around them to act as a caretaker and them being left to be a party member for a trainer as it completely changes up the dynamic usage of said Pokémon. Mimey has never been presented as one who cared about battling so this is a kind of development to be shown not just pulled out of the writer’s ass and be just because they said so. So far, in this series, Mimey acts nothing like it’s established self and instead like a meme of the Detective Pikachu Mr. Mime which shows how little the writers actually care when having something happen.

I'm pretty sure that they would have had Mr. Mime's Galarian form and evolution planned out before Detective Pikachu came out, but the movie might influenced their decision to make Mr. Mime part of the main cast for this series.

It does seem kind of strange for Mr. Mime to be considered Ash's Pokemon. I just assumed it was under his care for the time being. As strange as it is, I don't think it would be that bad if Ash had actually caught some new Pokemon along with Mr. Mime or if it didn't feel like they were desperately trying to avoid Ash using any of his reserve Pokemon by handing him Mr. Mime.
 
Saying that a Pokemon is only good enough to be a maid is pretty sad. It's as if all maids out there can only have that one purpose for the rest of their lives. It's especially weird for a mime that became a maid.

You are aware that in the Pokémon world there’s more to life than just battles. We’ve seen Pokémon who legitimately don’t battle and take up other jobs. Pokémon have been construction/demolition crews, actors, entertainers, research assistants, helped with botanical careers, firefighters, police force members, nurses, housekeepers, the list goes on. So if you want to see it as sad for people to say that they see it as a housekeeper when that’s what it’s been presented as for over 20 years and never displayed an interest in battle, then blame the anime for that.

If a series had a character who was only a cook for their entire run suddenly be presented as an ace baseball star out of nowhere, it’d raise some eyebrows. So just because you find something contrary to a character’s established character to be fine, that’s on you and no one else.

Saying that a character that was portrayed as someone who loves helping people around by doing chores shouldn't be allowed to do those things and that it needs to be shown kicking butt in order for it to be interesting is even sadder (not to mention kind of hypocritical). Mimey doesn't have to be a badass battler in order for it to be interesting and, no matter how you or others try to spin it, turning it into one (as well as turning it into a copy of the Detective Pikachu Mr. Mime) goes against the character. Mimey was always shown to be helpful and to enjoy aiding people (especially Delia). Yet now, its tendencies to act more like a mime are turning it into a nuisance/gag that makes it unhelpful. Mimey was shown to care most about Delia, since she was the person it bonded with the most (to the point that it and Ash wouldn't even get along because of that during the OG series). But now, it's been retconned that it was Ash's Pokémon all along. Mimey was always shown to be mainly interested in cleaning, helping with shopping and doing chores. But now, its suddenly shown to also be interested in kung fu and Pokémon battle (and shown to be incredible at them, despite having never participated in an official one before). All of this is terrible writing and completely unnecessary, as there are many ways they could've made Mimey interesting without sacrificing its character. Take, for example, Kliera from Monsters Can't Clean. She's an endearing and pretty lovable character who is able to help people and monsters by make their lives brighter with the "magic" of cleaning and who manages to have her own cool moments without having to be an ultra-mega-hype-super-warrior that can beat stronger opponents in a fight (she actually has moments in which she's shown to not be that strong, but her being weaker than others doesn't make her terrible). Something similar could've been done with Mimey: the writers could've had an episode dedicated to showing Mimey and its personality and how intriguing and likable it can be, despite not being a strong battler, which would build on what came before and lead to it becoming more of an interesting character without having to completely rewrite its character.

Mimey still has those traits in this series. They didn't rewrite its character, they just added more to it since he's now a semi-main cast member instead of a minor character.
