I think they DO have wings. The Pokedex never says they don't, and one of Doduo's mentions how short they are.

In my opinion, being cartoon characters and all, it's a stylish exaggeration of how large, flightless birds appear when they've got their wings folded up, and they basically blend in with their body.

Actually, you're right, the Pokedex entry from Yellow states that they do have wings... small ones though. However in nearly all of the 3D games to-date, Doduo and Dodrio have been depicted as 'running' in mid-air. Give or take.

I imagine because it'd simply be weird or odd to have them spurt wings, so they just decided to keep up the cartoony "no wings" look. Like how Tangela is obviously meant to be two eyes poking out of a "shadowed" face, yet it simply looks like it's a circular black orb beneath vines.
