Northern English/Scottish and other Accents in Pokemon

Has anyone noticed that in the English language versions of Pokemon there's lots of people who speak in Northern English or Scottish Accents for example:

That Builder Guy in Colosseum who says: Chop Chop Ayup or something like that

Then in HGSS the Scottish Guy on the SS Aqua who says "shes just a wee girl"

Then there's the Lass characters in which the word lass is used to describe girls in Northern England and Scotland

Did the translater watch to much wallace and gromit and have a obsession with Scotland

The only other accents i can think off is the Rednecks on Moo moo farm and the yoda like teacher guy

anyone know why there's these north English acsents and Scottish acsents in the game or other acsents in general?
 
Flavor.

You write the dialog for four hundred characters and eventually you get bored of writing them all in a neutral accent. Plus it's likely that a lot of characters had accents in the original Japanese too.
 
Probably to spice it up. I think it'd get boring if everyone had the same accent. My favorite is probably the Magikarp Salesman (Spanish).
 
Ha, I don't like it when they try and portray a 'cockney accent' or any other form of British accent in the anime. They do it really badly, if we sounded like that in real life we'd be delinquents XD

My favorite accent would have to be Fantina's, her French Is so classy.

Because we would hear the same old shit all the time and to actually be more realistic?
 
It's called language diversity and attempting to make NPC's interesting.

Though the only way to do that is have them stalk you or make comments about Rattata.
 
Haven't you ever watched a film set in ancient greece? Everyone foreign has an English accent, unless they have a beard in which case they have a Scottish accent. Its an historical fact!
