I don't suppose a Smeargle with flawless SpA IV's and a double flawless Vulpix(+1 30) would be enough?

Afraid not, I'd have to start from the ground up on Ralts. No good IV's in that egg group.

But how about I give you one of my Vulpix once I finish my breeding project? They're going to have good IV's and the moves Energy Ball, Hypnosis, Hidden Power, and Nasty Plot if everything goes according to plan.
