Those are the sort of stats that most Pokemon would only reach around level 40-60. This thing has seriously been boosted for whatever reason

I don't really see a difference.While the starters being coded as different forms isn't a surprise, here's an interesting thing: Their models are also different compared to regular Eevee/Pikachu.
Here's Eevee's for example.

Who's that Pokémon? An undiscovered Pokémon, could it be? A Meltan, the Hex Nut Pokémon. A steel type. But it could be a steel and ghost type. Never seen that Pokémon before.
Starter Eevee has purple irises, regular Eevee has brown irises.Starter Eevee has more detail than the regular Eevee. It's also lighter while the regular one is darker. Starter Pikachu's is hard to tell at first, but the stripes seems to be darker when being compared to the others.

Yeah. Not only are they coded as different from the standard Pikachu/Eevee, they are also the source that you use field moves from in this game. Also, every remake (except FRLG) has a special Pokemon that cannot be sent forward to later games. HGSS has the Spiky-Eared Pichu, ORAS has Cosplay Pikachu, and LGPE has the partner Pikachu/Eevee.Most likely not.
