Pochama and his clones: Was that intentional?

Pochama was a Pokemon that from what I could tell wasn't intended to be a mascot (remember how Hikari actually kept him in his ball a lot until about a third of the way through the series), but then the little penguin became really popular and the writers just ran with it.

On the other hand, the rest were clearly just intended to replicate that but none of them could reach the previous level of crazy.
 
So the ongoing theme for unevolved "mascot" starters is the seven deadly sins? That's... something an average three-year-old wouldn't get. Greed, Wrath, and Envy have not been taken yet, implying they'll be saved for the "mascot" of the Gen VIII, IX, and X starters if the writers continue to try and replicate Piplup.
 
Theories are fun and such, but at the end of the day there isnt a lot of proof or confirmation. For me those pokemon are just goofballs.
