It really wouldn't. They are going to travel around the world, so ideally they won't be staying at Kanto for a good chuck of the series. Most of the crew have Pokemon that aren't from Kanto too. While Roy is from Kanto, that doesn't mean that he has to get more Kanto Pokemon. Goh is from Kanto, but his first Pokemon was still Scorbunny and he's still largely associated with the Galar starters more so than any of his other captures. They already established that Liko isn't going to in-person classes at her school and we know that she's originally from Paldea, so she has much less association with Kanto compared to Roy.Although, the group is primarily based out of Kanto. Roy actually is from there and Liko goes to school there. It would make sense if the majority of their team consisted of Kanto Pokémon because that is the region where they come from.
More importantly, they just don't need to have more Kanto pandering. There has been so much focus on Kanto for years and it would be much more fitting to use the new leads to promote new Pokemon instead. If they do want to feature more Kanto Pokemon, they can use Friede or one of the other crew members instead of Liko and Roy.
Using Penny to promote Eevee would be a smart way to go about featuring it while still naturally showcasing its different evolved forms at the same time. It would also allow for them to showcase Eevee battling, something that the last two Eevee didn't really get to do, and potentially showcase Penny's strength as a trainer given that she would be capable of raising multiple different Eevee into their different evolved forms.Well, Scarlet and Violet already gave the anime a perfectly good Eevee-promoter in a silver platter via Penny, so the anime staff would be insane to not use her for that purpose, especially since other game characters such as Nemona have already been confirmed to appear. Sure, in the games Penny has a team of Eeveelutions that's missing a couple of them plus Eevee itself, but I don't think it'd be too difficult for the anime to add the three missing members and have the whole line on rotation.
Imho this would probably be the best way to showcase Eevee in Horizons, since it kind of allows everyone to have their cake an eat it: the Eevee not evolving this time around is fine due to all of its evolved forms also being prominent and the entire family is showcased by a character who is actually proactive and has an arc and development. This all means that Eevee can stay unevolved without issue since all the evolutions are present too anyway, they also could actually do cool and important stuff this time around instead of just staying useless lapwarmers, and the Eeveelutions themselves don't get Raichu'd for a third time in a row.
...Sadly, I don't really have high hopes for the anime to not screw this up somehow. They're probably just going to give Liko a non-evolving Eevee who isn't going to serve any purpose besides allowing Sprigatito to get off her shoulder and evolve all the way. Or worse, Penny is still the designated Eevee advertiser but gets completely stripped of what makes her interesting and unique as a character in favor of making her timid, helpless, and demure and never really grows out of that and her entire Eeveelution team is absent in favor of giving her only an Eevee that doesn't evolve or even participate in a battle just like Sandy and Chloe's Eevee before it.
Admittedly, I don't have the highest expectations for how the anime could handle Penny either. While I'm really glad that we are getting Scarlet/Violet characters, I'm not really sure how well they can adapt the Team Star storyline. I'm sure that Team Star will be featured at some point, if only because every evil team has been shown in the anime. Even Team Yell got to appear in Journeys and they were annoying road blocks instead of anything fun or interesting like Team Skull were. But I'm not sure how well they could adapt the storyline when neither Liko or Roy are going to be students at either Paldea Academy, so it would be kind of hard to cover that storyline well if they're going to be traveling around the world instead. Penny being stripped of what makes her an interesting character would not be a stretch either since other series have done that with other characters from the games. It would be disappointing if they just gave Liko an Eevee to hold in her arms to justify Sprigatito evolving. They basically did that with Lana and Popplio.
