News Pokémon from Gens VI&VII found to be in disorder in the internal code

Hi guys. For those of us who like beta stuff & data, an interesting piece of news has arrived, and while it's not as juicy as the GS beta release I think it deserves some attention.

With the reveal of
Meltan having the number 891 in Go assets.
it has been revealed that from Gen 6 onwards, in the asset numbers, Pokemon don't occupy their National Dex number but a different spot, which is between 701-800 for Pokemon in Gen VI and between 801-900 for Pokemon in Gen VII. Also, they are in a completely different order as shown below, credits to Serebii for making the list and posting it on Reddit.

What I find the most interesting is that the two Pokemon leading the lists represent key mechanics and themes from the region they belong. Furfrou represents stylishness, customization, beauty and, well, France, from Kalos, while Mareanie represents invasion, sea, tropical environments, invasion and SOS battles from Alola.

Were the Pokemon introduced in the order they were designed, like it apparently happened in Gen I?
Did Bergmite have a middle evolution that was scrapped?
Why is Necrozma before UBs, the Nebby family and even some common mons?

I'd love to hear your thoughts or theories!

There's other anomalies in the list, like there being an empty space between Zygarde and the mythicals for Kalos (likely meaning that there was a planned fourth mythical that was scrapped) and after Dhelmise, Lurantis, and Comfey for Alola (these Pokemon may have been planned to have evolutions but they were scrapped.
 
So, is this like with Gen I and Gen III that also have weird anomalies in their index numbers? For reference:
-Gen I Pokémon might be ordered in order of creation with the exception of Mew, who was added to an empty space at the end of development.
-Gen III had 25 empty spaces between Celebi and Treecko, the Ralts line was were you would expect pseudo-legendaries (I may be wrong), and Chimecho was at the end of the list, possibly because it was added last. Out of the 25 empty spaces, we only know of two of those removed Pokémon: Shellos and Gastrodon, that were finally added in Gen IV. Might explain the 2 unused cries in the data.

Maybe it was modeled before the other Pokémon and the list. Judging from the huge gap from Gen 6, I’m guessing there was going to be more Pokémon, but due XY’s rushed development, they never saw the light of day.
 
They weren't going to add 25 Pokemon after Hoopa. They probably just wanted to start from a new digit for SM.
 
Oh this is interesting to me, where did you get that from?
Well, can't remember what Game Freak employee said this (Sugimori? Tajiri?), said that Rhydon was the first Pokémon created (Rhydon is the first Pokémon in the index), who also appeared in proto form in the Capsule Monster pitch. The rest came from this article from the Helix Chamber group. I used might because, even if what they say makes sense, we don't have official comfirmation if this is true.

According to them there were 5 periods of Pokémon creation:

1- Original Capumon, Pokémon based on kaiju-like beings (Rhydon), childhood idols, RPG-inspiration (Voltorb). Going by index numbers, they go from Rhydon to Slowpoke.
2- Emphasis on types, elemental Pokémon and Pokémon inspired by animals. They go from Kadabra to the unused Balloonda (081).
3- Cute Pokémon are added, concept of evolution is expanded with entire 2 and 3 stage evolution lines, more elemental Pokémon. They go from Vulpix to Beedrill.
4- Evolutionary relatives to Pokémon from previous periods. They go from Missingno. 115 to Missingno. 156.
5- To use their words: "The most eclectic group with more common 2-stage lines, stone evolutions, an odd bunch of Pokémon, and finally, the starters!"
They go from Goldeen to Victreebel. Kotora and Raitora (159 and 160) were part of this group.
