My personal far-fetched fan theory is that GameFreak decided to set this game in Meiji era Sinnoh (Hokkaido) purely thanks to the popularity of the Golden Kamuy manga/anime.

And I'm apparently not alone to believe this, since there's already crossover fanart being made, depicting the female main character as Asirpa.

If this means that GameFreak won't do the same mistake they did back in Gen4, when they made almost zero references to the Ainu in the games, then I'll be very very happy. This game is already looking to be much more ambitious than the previous games, just from the setting and the historical angle.

Also, the fanart is hilarious and I'm eager to see more of it.
 
They probably just chose Sinnoh for the deep lore it has and also possibly expanding on Kubfu coming from and "mountainous region" and "helping travelers". Not because of a popular manga and anime series.

Besides, it's just that there's a little bit more acceptance of the culture now. I mean, like I'm sure Golden Kamuy helped tilt the scales some, but Samurai Champloo had an Ainu episode in 2004 and the Ishvalans in FMA are a thinly veiled Ainu allegory.
