I want to enjoy this, because it seems like a cool minor plot they could add in the background (especially now that we've got a spy Pokemon), but they just continued to create those harsh control masks for the Pokemon? And they're just handing out the top-secret Pokemon for fun?

If I'm remembering right,

The sword and shield guys claim their royal ancestors vanquished Eternatus or something, but it was actually Zacian and Zamazanta that did it. These guys on the mural are probably depictions of their ancestors fighting Eternatus off, as the guys claim they did.

The two characters on the mural might be made up in-universe.

Trainer list came up. It seems like there are indeed Gym Leader rematches. They come up at least 3 times it seems in the list and they do have teams with a set level of 60-65.
