No, but it only has to cut its opponent's HP to a level that its combined attacks' base power exceeds, which won't be difficult (except with maybe Blissey).

Also note that Beedrill can run the potentially divine combo of Endeavor/False Swipe, and has the high attack, low HP stats to capitalize on it. Others who can do this:

Axew
Corphish
Cubone
Marowak
Hawlucha

No, at the end of the day False Swipe is still only base power 40 - and Normal type, to boot. It's not going to deal heavy damage but it does allow you to get one last move off without risk of KO'ing, with a high probability of leaving your opponent at the precise minimum HP.

Now False Swipe/Endeavor as a combination, however, could be lethal. Especially on Sniper Beedrill.

I'd probably run Beedrill with Sniper, 0 HP IV/EVs, max Attack & Speed IV/EVs, Adamant Nature, Normal Gem and:

Turn 1: Giga Drain
Turn 2: Endeavor
Turn 3: False Swipe

I don't have time to breed/EV train one tonight but maybe tomorrow? Are you running these battles at level 50 or 100?

EDIT 2: Substitute is terrible on this set, what was I thinking? Something like Giga Drain would be better to cash in on Special, non-STAB base power points.
