PokePark 3 an open world game?

Should they? Absolutely. Will they? I don't really think so. Pokepark has been dormant for 7 years and didn't really sell all that well, I'm not sure they plan on continuing the series. Granted, they really haven't had much of an opportunity to continue it since the Wii U sold absolutely horribly so it's no wonder it only got 2 Pokemon spinoffs during its entire lifespan, but still, I don't think they're particularly concerned with bringing it back.
 
If they ever would, they'll initiate a reboot. Pokémon version of Animal Crossing, with Drilbur as Mr. Resetti.
 
Right. They aren't going to do the same thing again considering how long it's been and the limited success. Ideally, they'll combine Ranger and PokePark elements, but without the former's brainwash mechanics.

I am more interested in turning Detective Pikachu into an open adventure game where you can explore a city more or less fully, in the vein of the Yokai Watch games.
